While that app doesn't do anything special that other apps don't do, I
spoofed my GPS location to Asia & then I spoofed my FOSS Google Play Store
client to a Pixel 3A (API 28) and I spoofed my GPS location (Asia) and I
spoofed my Wi-Fi provider and then I logged out & back in as Anonymous into
the Google Play Store and loosened my filters (allow Google apps, allow paid
apps, allows adware apps, allow gsf apps, etc.); but it too wouldn't find
that specific APK (although I left the spoofed Language set to English).
Can you download the "Phone Info" APK <com.inpocketsoftware.andInfo>?
1. Paste the URL above into your phone's web browser
2. Then scroll until you see the green "open in play store app" button
3. That should find the app directly in your Google Play Store app

Just to be clear about _my_ tests, where I used different URLs & browsers:
Nobody bothered to test it (yet anyway) so it tells me I'm likely mostly
wasting my time trying to help Carlos as nobody else stepped up to the plate
to help Carlos out but Frank, Carlos (who did run the tests), and me.
All the tested links have a "get" button (of various kinds), and all
redirect me to the Google Play Store app, but I can't log into that app
(for reasons specific to my device only).
At the time I was GPS spoofed to Asia with concomitant Asian VPN
and I spoofed an older Android version & an older Pixel 3A phone.

I knew about evozi but I didn't think it would pull things off of Google
Play that Google Play doesn't have, and I'm not sure it actually does do
that.
I don't know what it really did.
Is this _exactly_ the same file that is on Google Play?
I suspect it's a copy.
But then why can't we get it off of Google Play?
Dunno.
What matters, of course, is how much of a copy is this copy?
Dunno that either as I have nothing to compare it to.
The app itself that Frank had suggested for Carlos is nice, but I don't see
that it does more than other similar apps already do but I didn't look at
every detail as I was helping Carlos obtain the app Frank had suggested and
not testing the software for functionality (I assumed Frank knew what he was
doing when he suggested them to Carlos).
